1. Introduction
Digital technology is often heralded as a transformative force for smallholder agriculture in Latin America, promising higher productivity, better market access, and greater inclusion. Yet a clear gap persists between the deployment of these tools and their impact on the ground. Instead of asking whether a farmer "adopts" a given technology, this lens asks who controls the data flows, algorithms, and platform standards, and how those control points determine who gets credit, inputs, or market access, on what terms. In other words, digital tools are not neutral; they come with new "rules of the game" that can empower or constrain small farmers. This perspective builds on critiques that adoption is a social–political process rather than a simple diffusion of innovation (Melo-Velasco et al., 2025). It shifts our focus from counting apps to examining power, governance, and institutions in the digital transformation of agriculture.
Adopting a regime lens is especially urgent in the current moment. On one hand, the digital agriculture ecosystem is expanding rapidly. Governments and companies across Latin America are rolling out digital farmer registries and traceability systems to integrate smallholders into value chains and comply with standards (GSMA, 2025). At the same time, fintech and AI-driven services are growing in rural areas. This juxtaposition of vibrant agrifood value chains and ongoing inequities makes Colombia an ideal case to ask: Who really benefits from the digitalization of agriculture under the current rules? Without proactive governance, there is a risk that digital platforms could simply reproduce or even deepen existing power imbalances. The goal is to provide policymakers, researchers, and innovators with a clearer understanding of why digital tools have so far delivered mixed results for small farmers, and how we might redesign the "rules of the game" so that digitalization truly empowers the rural poor rather than leaving them further behind. The remainder of the paper will elaborate on this framework and examine, through the Colombian context, strategies to ensure that the digital transformation of agriculture leads to more equitable, resilient, and inclusive food systems.
2. From Technology Adoption to Digital Agrarian Regimes: A Conceptual Shift
Traditional approaches to digital agriculture have focused on technology adoption, measuring success by how readily farmers take up new tools or platforms. However, this lens is increasingly seen as insufficient for capturing the broader social, economic, and power dynamics at play. Recent scholarship highlights that centering analysis on whether individual farmers "adopt" a technology can obscure deeper structural issues. For example, Gugganig et al. From a DAR perspective, technology is not at the core by itself; rather, the core is how technology is embedded in systems of coordination, control, and incentives across the agrifood sector. This draws on an innovation-systems view: much like the Agricultural Innovation Systems (AIS) frame that emphasized coordination among diverse actors, or newer transformative innovation policies focusing on systemic change, DAR centers on the networks of actors (farmers, agritech firms, governments, lenders) and the rules and resources that link them. Ragasa et al. (2025) describe how policy thinking has evolved from linear "science-and-technology transfer" models toward frameworks that address systemic issues and multi-actor coordination. The DAR view examines whether these platforms truly level the playing field or if they impose new dependencies (fees, data requirements, platform algorithms that favor certain producers). Finally, algorithmic pricing, where prices for inputs or outputs are set by algorithms (as seen in some contract farming apps or dynamic pricing models), represents an emerging incentive mechanism. Algorithmic systems might, for example, adjust produce prices based on real-time market data or quality metrics, which can incentivize farmers to improve quality or timing. However, they also demand trust in how the algorithm works. The shift from technology adoption to digital agrarian regimes is thus a shift from seeing technology as a silver bullet to seeing technology as embedded in social systems, systems that we could reimagine and restructure for the public good.
5. Latin America's Digital Agriculture Context: Why a New Approach Matters Now
Latin America's agrifood landscape remains marked by persistent dualism and inequality. Rural regions are home to the vast majority of the poor; for example, 80 % of the world's poor live in rural areas, and within countries, rural poverty far exceeds urban. In Colombia, for instance, roughly 37 % of rural households live in multidimensional poverty versus only 12.5 % in cities. This enduring rural–urban gap reflects segmented agrarian structures: a modernized agribusiness sector coexists with a large informal, low-productivity smallholder sector.
